Hi, I’m Lucy Kell — a passionate, purpose-driven practitioner dedicated to reshaping how we support young people, families, and carers navigating behavioural and mental health challenges. With about five years of hands-on experience across the youth, early intervention, out-of-home care (OOHC), and disability sectors, I bring a strong and flexible practice grounded in Positive Behaviour Support, counselling, and trauma-informed care. My approach combines evidence-based strategies with genuine human connection, always aiming to walk alongside my clients — never ahead of them.
I’ve worked extensively with children and adolescents impacted by trauma, disrupted attachments, psychosocial disability, neurodiversity, and complex behaviours. My background spans youth justice programs, NDIS behaviour support, mental health early intervention, residential care, and therapeutic outreach, often supporting individuals at pivotal, high-risk moments in their lives.
My work is deeply informed by a belief in early, intentional, and relational intervention. Whether I’m engaging a 10-year-old experiencing school refusal, a 16-year-old navigating emotional dysregulation, or a carer team seeking strategies to reduce harm and improve outcomes — I focus on creating safety, restoring dignity, and building capacity. I primarily serve the Hunter Region — including Newcastle, Lake Macquarie, Maitland, and Cessnock — but I’m open to working across regional and remote NSW where access to responsive, ethical behaviour support and counselling is limited. My service delivery is mobile, flexible, and always guided by the unique context and needs of each individual or family I support. Partnering with Sirv enables me to build a truly values-aligned practice — one that is responsive, ethical, and focused on meaningful, long-term outcomes. Free from bureaucratic barriers, I’m able to offer high-quality behaviour and emotional support that adapts with the participant’s journey, not just their paperwork.
I’m here for the work that matters — supporting young people to find hope and agency, helping carers feel capable again, and contributing to a system that uplifts rather than overwhelms. If that’s what you're looking for, I’d love to connect.
I offer a deeply considered blend of Positive Behaviour Support and therapeutic counselling, built on formal qualifications in criminology and counselling, and over a decade of frontline experience with young people, carers, and families navigating some of life’s most complex circumstances.
My work is trauma-informed and human-centred. I’ve supported children and young people in out- of-home care, worked within youth justice and disability systems, and developed Behaviour Support Plans for individuals with high-risk behaviours and significant psychosocial needs. I'm skilled in conducting Functional Behaviour Assessments, implementing Restrictive Practice reduction strategies, and delivering training and coaching to care teams who are often exhausted and overwhelmed.
But what truly sets my work apart is the way I do it: with empathy, clarity, and calm. I listen deeply, engage meaningfully, and build strong, respectful relationships — with both clients and stakeholders. I understand that behaviour is communication, and every plan I develop is designed to reflect the full context of a person’s life, not just their diagnosis or challenges.
My passion lies in walking alongside people — not ahead of them, not above them, but beside them. I’m deeply committed to creating spaces where young people feel safe, seen, and supported. Where carers can ask questions without judgement. Where support plans are not just compliance checkboxes, but living documents that actually create change.
Too often, our systems become transactional. But behaviour support is deeply personal. It’s emotional. It requires vulnerability, patience, and belief in the possibility of growth. Through my partnership with Sirv, I’ve finally found a platform that allows me to deliver support with integrity — no red tape, just real relationships and real outcomes.
What motivates me every day is seeing those small, powerful moments of progress: a young person choosing a safer coping strategy, a carer feeling confident again, a family reconnecting. That’s where the magic is. That’s why I do this.
I primarily service the Hunter Region, including Newcastle, Lake Macquarie, Maitland, and Cessnock — however, I’m open to working across a wider geographical area in both regional and remote NSW as needed. My service delivery model is flexible, with the ability to support participants in- home, within their communities, or via secure virtual sessions depending on their needs and location.
I’ve worked across the full spectrum of the youth, disability, and mental health sectors, and bring a broad, adaptable skillset to every participant I support.
My capabilities include:
Development and implementation of Behaviour Support Plans (NDIS line items: 11_022, 11_023, 11_024)
Individual counselling and therapeutic interventions (line items: 15_043, 15_054)
High-risk and crisis planning, including Restrictive Practice review and reduction
Trauma-informed debriefing for support workers and carers Delivery of targeted training for schools, SIL providers, and family networks
Collaborative practice across multiple stakeholders including OOHC teams, allied health, education, and NDIA
I’m also experienced with Sirv’s core systems and NDIS-compliant reporting — and am developing my practice using best-practice templates that ensure clinical excellence, transparency, and scalability.
What I bring is not just technical capability, but emotional intelligence, adaptability, and a strong ethical foundation. My service is structured to support humans, not just manage behaviours — and that’s what makes the difference.
